The Federal Assembly adopted a federal decree approving an engagement credit of CHF 29.3 million for the years 1987 to 1992 to finance Switzerland’s participation in the ESRF and the ILL in Grenoble. The decree also states that it is not of general application and therefore not subject to referendum. The act was adopted by the Council of States on 11 June 1987 and by the National Council on 6 October 1987.
Art. 85 ch. 10 Cst.; federal appropriation decree for participation in international research facilities; the Federal Assembly may grant an engagement credit for a specified period and expressly declare the decree non-referendable where it is not of general application.

concernant la participation de la Suisse au Laboratoire européen de rayonnement synchrotronique (ESRF) et à l'Institut von Laue- Langevin (ILL)
du 6 octobre 1987
L'Assemblée fédérale de la Confédération suisse, vu l'article 85, chiffre 10, de la constitution; vu le message du Conseil fédéral du 1er avril 19871), arrête:
Article premier
Un crédit d'engagement de 29,3 millions de francs couvrant les années 1987 à 1992 est accordé pour la participation de la Suisse au Laboratoire européen de rayonnement synchrotronique et à l'Institut von Laue-Lange- vin à Grenoble.
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référendum.
