The Federal Assembly adopted a federal decree authorizing the Federal Council to grant FIPOI in Geneva a repayable, interest-bearing loan of CHF 19.5 million to finance three annex buildings for the ITU. The act expressly states that it is not of general application and therefore is not subject to referendum. The decree is based on Article 85(10) of the Constitution and the Federal Council’s message of 27 November 1985.
Art. 85 ch. 10 Cst.; federal decree authorizing a loan and excluding the referendum; the Federal Assembly may authorize the Federal Council to grant a repayable, interest-bearing loan for a specified public-purpose construction project. Where the decree is expressly not of general application, it is not subject to referendum.

L'Assemblée fédérale de la Confédération suisse, vu l'article 85, chiffre 10, de la constitution; vu le message du Conseil fédéral du 27 novembre 19851), arrête:

Article premier
Le Conseil fédéral est autorisé à accorder à la Fondation des immeubles pour les organisations internationales (FIPOI) à Genève, un prêt de 19,5 millions de francs, portant intérêt et remboursable, destiné à financer la construction de trois bâtiments annexes pour l'Union internationale des télécommunications (UIT).
Art. 2
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référendum.
