The Federal Assembly adopted a federal decree authorizing a construction credit of CHF 46.1 million for the Federal Institute for Viral Diseases and Immunoprophylaxis (IVI) in Mittelhäusern, Köniz BE. It also required that the annual payment needs be included in the budget and stated that the decree, not being of general application, is not subject to referendum.
Art. 85 ch. 10 Cst.; federal construction credit decrees: Parliament may approve a specific building credit by federal decree; such a decree may impose corresponding budgetary appropriation requirements and, where it is not of general application, is excluded from the referendum. The act is an individual, non-general measure adopted by the Federal Assembly on the basis of the Federal Council's message.

L'Assemblée fédérale de la Confédération suisse, vu l'article 85, chiffre 10, de la constitution; vu le message du Conseil fédéral du 8 mai 19851), arrête:
Article premier
Un crédit d'ouvrage de 46,1 millions de francs est accordé pour la cons- truction de l'Institut fédéral pour les maladies à virus et l'immunoprophy- laxie (IVI) à Mittelhäusern, Köniz BE.
Art. 2
Le montant annuel nécessaire aux paiements doit être porté au budget.
Art. 3
Le présent arrêté, qui n'est pas de portée générale, n'est pas soumis au référendum.
