The appellant withdrew the appeal by letter dated 10 March 1999. The Planning Tribunal therefore held that the case had become moot, struck the appeal from the docket, and ordered that no fees or costs be collected.
Withdrawal of an appeal renders the proceedings moot; the appeal is struck off the docket. In such a situation, and absent any special circumstance stated by the court, no court fees or costs are levied (consid. 1-2).
