The appellant challenged the Gran Council's decision partially approving the general plan for the Galleria. After the appellant withdrew the appeal by letter of 10 September 2001, the Tribunal of Territorial Planning held that the case had become moot and ordered the appeal struck from the docket. It further decided that no court fees or costs would be charged.
Withdrawal of the appeal renders the proceedings moot; where the dispute has lost its object, the court strikes the case from the docket and may waive costs. The decision does not address the merits once the appeal has been validly withdrawn.
