Nach der Praxis des Verwaltungsgerichtes sind nur solche Verfügungen Departementsverfügungen, die vom Vorsteher des Departementes (oder von seinem Stellvertreter) erlassen und unterzeichnet sind. Das ist vorliegend nicht der Fall. Die angefochtene Verfügung wurde vom Sekretär des Rechtsdienstes für den Strassenverkehr unterzeichnet. Das Verwaltungsgericht kann deshalb auf die gegen diese Verfügung gerichtete Beschwerde nicht eintreten. Die Akten sind im Sinne von § 6 VRG dem Polizeidepartement zuzustellen, zur Behandlung als Beschwerde gegen den Rechtsdienst für den Strassenverkehr. * Verwaltungsgericht, Urteil vom 3.
