Erwägungen (Auszug)

II.1. Im Rahmen der von Amtes wegen vorzunehmenden Prüfung der Prozessvoraussetzungen (Art. 60 ZPO) fällt was folgt in Betracht:

a)   Nach der Verfahrensvorschrift von Art. 149 ZPO entscheidet das Gericht über das Wiederherstellungsgesuch endgültig.

Diese Bestimmung ist nach der bundesgerichtlichen Rechtsprechung, die sich mit den zahlreichen Kommentatoren und Lehrmeinungen eingehend auseinandersetzt und von welcher abzuweichen kein Grund besteht, so zu verstehen, dass über den Wortlaut hinaus immer dann ein Rechtsmittel gewährt werden muss, wenn die Abweisung des Gesuchs einem gerichtlichen Endentscheid gleichkommt und für den Gesuchsteller zu einem Rechtsverlust führt. Ist in vermögensrechtlichen Angelegenheiten der Streitwert erreicht, steht dagegen nicht die Beschwerde gemäss Art. 319 lit. b ZPO, sondern die Berufung gemäss Art. 308 Abs. 1 lit. a ZPO zur Verfügung (BGer 4A_137/2013 mit Hinweisen).

Wird wie hier innert der Frist von zehn Tagen nach Eröffnung des erstinstanzlichen Entscheiddispositivs vom 13. Juni 2013 keine Begründung verlangt, so gilt dies als Verzicht auf die Anfechtung des Entscheides mit Berufung oder Beschwerde (Art. 239 Abs. 2 ZPO).

Nachdem diese Frist vorliegend unbenützt verstrichen ist, bleibt es – bei Abweisung des Wiederherstellungsgesuchs gemäss Entscheid des Kreisgerichts vom 21. Oktober 2013 – beim Entscheid in der Sache vom 13. Juni 2013, d.h. der Entscheid über das Wiederherstellungsgesuch kommt einem Endentscheid gleich; die Gesuchsteller verlieren das Recht, den Sachentscheid auf dessen materielle Begründetheit hin oberinstanzlich überprüfen zu lassen, endgültig.

Gegen den Entscheid vom 21. Oktober 2013 kann daher – der Streitwert in der Hauptsache übersteigt den Mindestbetrag von Art. 308 Abs. 2 ZPO – Berufung erhoben werden.

b)   Das in Art. 149 ZPO rudimentär geregelte Verfahren der Wiederherstellung stellt kein eigentliches Summarverfahren im Sinne von Art. 248 lit. a ZPO dar. Es gehört nicht nur nicht zu den – in den Art. 249 bis 251 ZPO erwähnten – Materien des Privat- und des Schuldbetreibungs- und Konkursrechts, sondern auch nicht zu den in der ZPO selber bestimmten Fällen, wie etwa das Verfahren der unentgeltlichen Rechtspflege (Art. 119 Abs. 3 Satz 1 ZPO; vgl. dazu auch die Hinweise bei Chevalier, in: Sutter-Somm/Hasenböhler/Leuenberger, ZPO Komm., Art. 248 N 12 zur Entstehungsgeschichte dieser Bestimmung).

In Fällen wie dem vorliegenden, in denen der Entscheid einem Endentscheid gleichkommt, ist daher auch nicht zu beanstanden, dass darüber nicht der verfahrensleitende Richter (im Sinne einer verfahrensleitende Verfügung) oder nach Art. 6 Abs. 1 lit. a EG-ZPO der Einzelrichter entschieden hat, sondern das in der Hauptsache zuständige Kreisgericht.

2.   Ist der angefochtene, berufungsfähige Entscheid aber nicht im summarischen Verfahren ergangen, so ist der von den Beklagten angerufene Einzelrichter zur Beurteilung des Rechtsmittels sachlich nicht zuständig (Art. 15 lit. a EG-ZPO).

Auf die Berufungen ist daher nicht einzutreten.
