Résumé

La transformation de deux chemins, situés en zone agricole et permettant l'accès d'une parcelle à une route, en un parking de quinze voitures de location, constituerait un changement d'affectation dont l'importance empêche qu'il puisse être qualifié de transformation partielle, au sens de l'article 24 alinéa 2 LAT, notamment en raison de la modification notable de l'apparence extérieure de la parcelle et de son usage économique entièrement nouveau. En outre, la création d'un parking destiné à des activités commerciales n'entre en principe pas dans la catégorie des constructions autorisées dans la zone villas, zone dont les normes doivent être respectées en application de l'article 26A LALAT.
