"En l'espèce, malgré les deux demandes qui lui ont été faites pour qu'il dépose la décision entreprise ainsi qu'une attestation du conducteur prétendu au moment de l'infraction, le recourant s'est contenté de ne pas répondre au Tribunal de céans. Il n'a pas non plus tenté de démontrer la réalité de la thèse qu'il soutenait en fournissant, le cas échéant, une attestation de son employeur prouvant qu'il était à son poste de travail au moment des faits ou tout autre document qui permettrait d'établir que le recourant ne pouvait avoir commis l'infraction qui lui est reprochée. Il y a donc lieu de considérer que le recourant se refuse en réalité à collaborer à la procédure administrative et la juridiction de céans considérera qu'il est suffisamment établi que le recourant est l'auteur de l'infraction qui lui est reprochée, au vu de toutes les circonstances de l'espèce".
