The appellant challenged a Bern cantonal social insurance decision, but the federal appeal failed to meet the minimum requirements of Art. 42 BGG because it lacked a proper request and sufficient reasoning. The Federal Supreme Court notified the defect and pointed out that any correction had to be made within the non-extendable appeal period. No timely correction was filed. If the court notifies the defect and sets a correction period, the deficiency must be cured within the non-extendable appeal period; otherwise, non-entry follows in simplified procedure (consid. 1). Where no costs are to be charged, the court may waive the collection of judicial fees (consid. 2).

in die Beschwerde vom 25. April 2009 (Poststempel) gegen den einzelrichterlichen Entscheid des Verwaltungsgerichts des Kantons Bern vom 26. März 2009,
in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass die Beschwerde diesen inhaltlichen Mindestanforderungen nicht genügt, da sie keinen rechtsgenüglichen Antrag enthält und den Ausführungen nicht entnommen werden kann, inwiefern - soweit überhaupt beanstandet - die Sachverhaltsfeststellung im Sinne von Art. 97 Abs. 1 BGG unzutreffend und die darauf beruhenden Erwägungen rechtsfehlerhaft (Art. 95 BGG) sein sollen,
dass das Bundesgericht dem Beschwerdeführer den Mangel der Rechtsschrift im Sinne von Art. 42 Abs. 2 BGG mit Schreiben vom 28. April 2009 angezeigt hat mit dem Hinweis, dass eine Verbesserung nur innerhalb der im angefochtenen Entscheid erwähnten, nach Art. 47 Abs. 1 BGG nicht erstreckbaren Beschwerdefrist (Art. 100 Abs. 1 BGG) möglich ist, er darauf indessen nicht reagiert hat,
dass auf die nicht fristgerecht verbesserte Beschwerde im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten verzichtet wird,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien, dem Verwaltungsgericht des Kantons Bern, Sozialversicherungsrechtliche Abteilung, und dem Bundesamt für Sozialversicherungen schriftlich mitgeteilt.
