Considérant en fait et en droit:
que par lettre du 27 octobre 2009 (timbre postal), P.________ a déclaré faire recours contre une décision du Tribunal administratif fédéral l'obligeant à effectuer une avance de frais de 300 fr.;
que par ordonnance du 30 octobre 2009, le Tribunal fédéral a relevé que le jugement de l'instance précédente n'était pas joint à l'écriture de recours et a imparti à P.________ un délai jusqu'au 23 novembre 2009 pour remédier à cette irrégularité en produisant l'annexe requise;
que par lettre du 10 novembre 2009 (timbre postal), P.________ a déposé ses observations;
que la décision attaquée doit être jointe au mémoire si celui-ci est dirigé contre une décision (art. 42 al. 3 LTF);
que si cette annexe fait défaut, le Tribunal fédéral impartit un délai approprié à la partie recourante pour remédier à cette irrégularité et l'avertit qu'à défaut le mémoire ne sera pas pris en considération (art. 42 al. 5 LTF);
que dans sa lettre du 10 novembre 2009, P.________ n'a pas produit la décision attaquée et qu'il n'a donc pas remédié à cette irrégularité;
qu'en outre, les écritures des 27 octobre et 10 novembre 2009 ne satisfont manifestement pas aux exigences minimales de motivation (art. 42 al. 2, première phrase LTF);
que le recours doit pour ces motifs être déclaré irrecevable selon la procédure simplifiée de l'art. 108 al. 1 let. a et b LTF;
qu'en application de l'art. 66 al. 1, 2ème phrase, LTF, il convient de renoncer à la perception des frais judiciaires, vu les circonstances,
par ces motifs, le Président prononce:

Le recours est irrecevable.
2.
Il n'est pas perçu de frais judiciaires.
3.
Le présent arrêt est communiqué aux parties, au Tribunal administratif fédéral, Cour III, et à l'Office fédéral des assurances sociales.
