Nach Einsicht
in die Beschwerde vom 23. Juli 2008 (Poststempel) gegen den Entscheid des Verwaltungsgerichts des Kantons Bern, Sozialversicherungsrechtliche Abteilung, vom 10. Januar 1995 und das sinngemässe Gesuch um Wiederherstellung der Rechtsmittelfrist,
in Erwägung,
dass die Beschwerde nicht innert der nach Art. 106 Abs. 1 in Verbindung mit Art. 132 OG 30-tägigen Rechtsmittelfrist eingereicht worden ist,
dass gemäss Art. 35 Abs. 1 OG bzw. neu Art. 50 Abs. 1 BGG eine versäumte Frist wiederhergestellt wird, wenn der Gesuchsteller nachweist, dass er oder sein Vertreter durch ein unverschuldetes Hindernis abgehalten worden ist, innerhalb der Frist zu handeln, und binnen 10 bzw. neu 30 Tagen die Wiederherstellung verlangt und die versäumte Rechtshandlung nachholt,
dass der Beschwerdeführer geltend macht, gesundheitlich bedingt bis heute verhindert gewesen zu sein, Beschwerde zu führen,
dass eine Krankheit zwar ein unverschuldetes, zur Wiederherstellung führendes Hindernis sein kann, die Erkrankung jedoch derart sein muss, dass der Rechtsuchende durch sie davon abgehalten wird, selber innert Frist zu handeln oder doch eine Drittperson mit der Vornahme der Prozesshandlung zu betrauen (BGE 122 V 255 E. 2a mit Hinweisen),
dass der Beschwerdeführer den geforderten Nachweis, während der Rechtsmittelfrist und den anschliessenden rund 13 ½ Jahren gesundheitlich überhaupt nie in die Lage versetzt gewesen zu sein, selbst Beschwerde zu führen oder eine Drittperson damit zu beauftragen, nicht erbringt,
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. a BGG auf die Beschwerde nicht einzutreten ist und in Anwendung von Art. 66 Abs. 1 Satz 2 BGG auf die Erhebung von Gerichtskosten verzichtet wird,

erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird den Parteien, dem Verwaltungsgericht des Kantons Bern, Sozialversicherungsrechtliche Abteilung, und dem Bundesamt für Sozialversicherungen schriftlich mitgeteilt.
