Nach Einsicht
in die Beschwerde vom 17. Mai 2009 (Poststempel) gegen den Entscheid des Verwaltungsgerichts des Kantons Luzern vom 16. April 2009 mit Gesuch um unentgeltliche Rechtspflege,

in Erwägung,
dass ein Rechtsmittel gemäss Art. 42 Abs. 1 und 2 BGG unter anderem die Begehren und deren Begründung zu enthalten hat, wobei in der Begründung in gedrängter Form darzulegen ist, inwiefern der angefochtene Akt Recht verletzt,
dass das kantonale Gericht im angefochtenen Entscheid dargelegt hat, die Beurteilung des Gesuchs um Bewilligung der unentgeltlichen Rechtspflege in einem vorinstanzlichen Beschwerdeverfahren setze ein Anfechtungsobjekt voraus, woran es hier fehle,
dass das Gericht das Gesuch statt dessen als Rechtsverzögerungsbeschwerde entgegen nahm, in der Sache aber insbesondere mit dem Hinweis, es sei durchaus zulässig, über den Anspruch auf unentgeltliche Rechtspflege erst mit der Hauptsache selbst zu entscheiden, für unbegründet erachtete,
dass sich die Eingabe des Beschwerdeführers in einer appelatorischen Kritik am kantonalen Gerichtsentscheid erschöpft, ohne dass den Ausführungen überdies entnommen werden könnte, inwiefern die Sachverhaltsfeststellung im Sinne von Art. 97 Abs. 1 BGG - soweit überhaupt beanstandet - unzutreffend und die darauf beruhenden Erwägungen rechtsfehlerhaft sein sollen,
dass deshalb im vereinfachten Verfahren nach Art. 108 Abs. 1 lit. b BGG auf die Beschwerde nicht einzutreten und das Gesuch um unentgeltliche Rechtspflege wegen Aussichtslosigkeit im Sinne von Art. 64 BGG abzuweisen ist, wobei der Beschwerdeführer nach Art. 66 Abs. 1 und 3 BGG kostenpflichtig wird,
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 150.- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Luzern und der Gemeinde N._________ schriftlich mitgeteilt.
