G. filed a social assistance appeal to the Federal Supreme Court against a decision of the Administrative Court of the Canton of Bern. The filing lacked the challenged cantonal decision, and the Court had warned him to cure the defect by 17 April 2013. The warning was deemed duly served although returned uncollected, but the defect was not remedied in time. The Court therefore did not enter into the appeal under the simplified procedure. No court costs were charged, while the request for free legal representation was refused as hopeless.

An appeal must be accompanied by the challenged decision and comply with the statutory formal requirements; if a curable defect remains unremedied after a proper warning, the Federal Supreme Court may not enter into the matter. A registered warning sent to the address indicated by the appellant is deemed duly served when it remains uncollected. In the simplified procedure under Art. 108 BGG, the divisional president may issue the non-entry decision. Free legal representation presupposes prospects of success; where the appeal is manifestly inadmissible, it must be refused.

In Erwägung,
dass G.________ mit Eingabe vom 23. März 2013 (Poststempel) Beschwerde gegen einen Entscheid des Verwaltungsgerichts des Kantons Bern erhoben hat,
dass die Beschwerde vom 23. März 2013 den in Art. 42 Abs. 1 und 2 BGG statuierten Formerfordernissen offensichtlich nicht zu genügen vermag (BGE 138 I 171 E. 1.4 S. 176, 136 I 65 E. 1.3.1 S. 68; 134 II 244 E. 2.1 f. S. 245 f.),
dass das Bundesgericht den Beschwerdeführer zudem mit Verfügung vom 25. März 2013 auf den Formmangel der fehlenden Beilage (angefochtener Entscheid) hingewiesen und ihn gemäss Art. 42 Abs. 5 BGG aufgefordert hat, bis spätestens am 17. April 2013 den vorinstanzlichen Entscheid beizubringen, ansonsten die Rechtsschrift unbeachtet bleibe,
dass die als eingeschriebene Sendung an die vom Beschwerdeführer angegebene Adresse versandte Verfügung als "Nicht abgeholt" an das Bundesgericht zurückgelangt ist,
dass diese Verfügung gemäss Art. 44 Abs. 2 BGG als rechtsgenüglich zugestellt gilt (vgl. BGE 134 V 49 E. 4 f. S. 51 f.; 130 III 396 E. 1.2.3 S. 399; je mit weiteren Hinweisen),
dass der Beschwerdeführer damit den ihm vom Gericht angezeigten Formmangel der fehlenden Beilage (angefochtener vorinstanzlicher Entscheid) innerhalb der mit Verfügung vom 25. März 2013 gesetzten Frist nicht behoben hat, weshalb auch aus diesem Grunde ein unzulässiges Rechtsmittel vorliegt,
dass deshalb auf die - offensichtlich unzulässige - Beschwerde in Anwendung von Art. 108 Abs. 1 lit. a und b BGG nicht eingetreten werden kann,
dass es sich bei den gegebenen Verhältnissen rechtfertigt, von der Erhebung von Gerichtskosten für das bundesgerichtliche Verfahren umständehalber abzusehen (Art. 66 Abs. 1 Satz 2 BGG), weshalb sich das Gesuch um unentgeltliche Prozessführung als gegenstandslos erweist,
dass hingegen das Gesuch um unentgeltliche Verbeiständung infolge Aussichtslosigkeit der Rechtsvorkehr abzuweisen ist (Art. 64 Abs. 1 - 3 BGG),
dass in den Fällen des Art. 108 Abs. 1 BGG das vereinfachte Verfahren zum Zuge kommt und die Abteilungspräsidentin zuständig ist,
erkennt die Präsidentin:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Gerichtskosten erhoben.
3.
Dieses Urteil wird den Parteien und dem Verwaltungsgericht des Kantons Bern schriftlich mitgeteilt.
