The Federal Supreme Court took note of the appellant’s withdrawal of his public-law and subsidiary constitutional appeals against the Geneva Administrative Chamber judgment. The case was removed from the docket. The appellant was ordered to pay CHF 100 in judicial costs. No party costs were awarded to the respondent, which had acted in the exercise of official duties.
Art. 32 al. 2, 71 LTF i.V.m. Art. 73 al. 1 PCF; withdrawal of an appeal and procedural consequences. Upon withdrawal of a federal appeal, the Court takes note thereof and removes the case from the roll. The withdrawing party is, as a rule, treated as the losing party for the purpose of judicial costs and bears the costs already incurred (Art. 66 al. 1 and 2 LTF). Public authorities acting in the exercise of their official duties are not entitled to party compensation (Art. 68 al. 3 LTF).

Vu:
le recours en matière de droit public et le recours constitutionnel subsidiaire interjetés par F.________ le 10 mars 2011 (timbre postal) contre un jugement de la Cour de justice de la République et canton de Genève, Chambre administrative, du 1er février 2011,
la lettre du 1er février 2012 par laquelle F.________ déclare retirer les recours compte tenu de l'arrêt 8C_200/2011 du 13 janvier 2012 rendu par le Tribunal fédéral dans une affaire comparable,
considérant:
qu'il y a lieu de prendre acte du retrait des recours et de rayer la cause du rôle (art. 32 al. 2 et 71 LTF en relation avec l'art. 73 al. 1 PCF),
que celui qui retire un recours doit, en principe, être considéré comme une partie succombante, astreinte au paiement des frais de justice encourus jusque-là (art. 66 al. 1 et 2 LTF; cf. ordonnances 2C_1047/2011 du 25 janvier 2012 et 1C_425/2011 du 21 novembre 2011),
que la partie intimée, qui a agi dans l'exercice de ses attributions officielles, n'a pas droit à des dépens (art. 68 al. 3 LTF; ATF 134 II 117 consid. 7 p. 118; DTA 2010 p. 265 consid. 6.2 [8C_151/2010]),
par ces motifs, le Juge unique ordonne:

La cause est radiée du rôle par suite de retrait du recours en matière de droit public et du recours constitutionnel subsidiaire.
2.
Les frais judiciaires de 100 fr. sont mis à la charge du recourant.
3.
La présente ordonnance est communiquée aux parties et à la Cour de justice de la République et canton de Genève, Chambre administrative.

Whether the withdrawn appeals should be removed from the docket.
The Court took note of the withdrawal and struck the case from the docket.
Once the appellant withdrew the appeals, the case had to be removed from the roll under the Federal Supreme Court Act and the Code of Civil Procedure by analogy.
How the judicial costs should be allocated after withdrawal of the appeal.
The appellant, as withdrawing party, had to bear the court costs of CHF 100.
A party that withdraws an appeal is in principle treated as the losing party and must bear the costs incurred up to that point.
