Das Bundesgericht zieht in Erwägung:

Der Gesuchsteller verlangt unter Berufung auf Art. 121 lit. d BGG eine Revision des bundesgerichtlichen Urteils vom 9. Mai 2008 (Verfahren 6B_761/2007).
Der Revisionsgrund von Art. 121 lit. d BGG liegt vor, wenn das Gericht in den Akten liegende erhebliche Tatsachen aus Versehen nicht berücksichtigt hat. In der Begründung des Gesuchs ist in gedrängter Form darzulegen, inwiefern das Urteil des Bundesgerichts den angerufenen Revisionsgrund gesetzt haben soll (Art. 42 Abs. 1 und 2 BGG). Diesen Begründungsanforderungen genügt die Eingabe des Gesuchstellers nicht. Er beschränkt sich darauf, seine bereits mit Beschwerde vorgetragene Kritik zu erneuern, womit er im vorliegenden Revisionsverfahren nicht mehr zu hören ist. Im Übrigen behauptet er bloss, es treffe "erwiesenermassen nicht zu, dass der Fragebogen ohne Datum und Unterschrift gewesen sei". An anderer Stelle räumt er jedoch selbst ein, er habe es "unterlassen, den Fragebogen mit Ort, Datum und Unterschrift zu bestätigen". Dass und inwiefern das Bundesgericht erhebliche Tatsachen im Sinne von Art. 121 lit. d BGG ausser Acht gelassen haben soll, kann mit solchen Vorbringen offensichtlich nicht dargetan werden. Auf das Revisionsgesuch ist nicht einzutreten.

Die Gerichtskosten sind dem Gesuchsteller aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist wegen Aussichtslosigkeit des Begehrens abzuweisen (Art. 64 Abs. 1 BGG).

Weitere Eingaben in dieser Sache, insbesondere Revisionsgesuche, werden in Zukunft ohne förmliche Erledigung zu den Akten gelegt.

Demnach erkennt das Bundesgericht:

Auf das Revisionsgesuch wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 1'000.-- werden dem Gesuchsteller auferlegt.

4.
Dieses Urteil wird dem Gesuchsteller und dem Landesfähnrich des Kantons Appenzell Innerrhoden schriftlich mitgeteilt.
