Das Bundesgericht zieht in Erwägung:

Das Bundesgericht trat mit Urteil vom 22. August 2009 auf eine Beschwerde des Gesuchstellers nicht ein, weil dieser nicht legitimiert war (Verfahren 6B_637/2009). Dagegen richtet sich das vorliegende Revisionsgesuch.

Die Gründe, aus denen die Revision eines Urteils des Bundesgerichts verlangt werden kann, sind in den Art. 121, 122 und 123 BGG aufgezählt. Der Gesuchsteller weist auf verschiedene Revisionsgründe hin, die seiner Ansicht nach gegeben sind (vgl. Revisionsgesuch, S. 1 mit Hinweis auf Art. 121 lit. c und d sowie Art. 123 Abs. 1 BGG, S. 2 und 4 mit Hinweis auf Art. 121 lit. c BGG). Seine Ausführungen beschränken sich jedoch zum grossen Teil auf sachfremde Überlegungen und allgemeine Kritik am angefochtenen Urteil. Darauf ist nicht einzutreten. Im Übrigen erweisen sich seine Vorbringen als offensichtlich unbegründet. Dass das Bundesgericht bei der Beurteilung der Beschwerdelegimitation aus Versehen erhebliche Tatsachen unberücksichtigt gelassen hätte, trifft nicht zu. Der Beschwerdeführer verkennt, dass Art. 81 Abs. 1 lit. b Ziff. 2 BGG ebenso wenig auf ihn Anwendung findet wie Art. 81 Abs 1 lit. b Ziff. 5 BGG. Da das Bundesgericht aus formellen Gründen auf die Beschwerde nicht einzutreten hatte, entfiel zudem die Notwendigkeit, die in der Beschwerde gestellten Rechtsbegehren zu behandeln (vgl. Revisionsgesuch, S. 4), womit auch der Vorwurf ins Leere stösst, dass einzelne Anträge unbeurteilt geblieben seien.

Die Gerichtskosten sind dem Gesuchsteller aufzuerlegen (Art. 66 Abs. 1 BGG).

Der Gesuchsteller wird darauf aufmerksam gemacht, dass das Bundesgericht weitere Eingaben in dieser Sache und insbesondere unbegründete Revisionsgesuche ohne förmliche Erledigung zu den Akten legen wird.
Demnach erkennt das Bundesgericht:

Das Revisionsgesuch wird abgewiesen, soweit darauf einzutreten ist.
2.
Die Gerichtsgebühr von Fr. 1'000.-- wird dem Gesuchsteller auferlegt.
3.
Dieses Urteil wird den Parteien und dem Strafgericht Basel-Stadt, Präsidentin der Rekurskammer, schriftlich mitgeteilt.
