Der Präsident zieht in Erwägung:

Da die Beschwerdeführerin es unterlassen hatte, der Beschwerde den angefochtenen Entscheid beizulegen, wurde sie in Anwendung von Art. 42 Abs. 5 BGG mit Verfügung vom 15. Februar 2010 aufgefordert, den Mangel bis zum 25. Februar 2010 zu beheben, ansonsten die Rechtsschrift unbeachtet bleibe. Die Beschwerdeführerin hat die Verfügung auf der Post nicht abgeholt. Sie hätte indessen ab Einreichung der Beschwerde sicherstellen müssen, dass ihr oder einem Stellvertreter gerichtliche Sendungen zugestellt werden können (BGE 130 III 396 E. 1.2.3, 119 V 89 E. 4b/aa, 116 Ia 90 E. 2a, 115 Ia 12 E. 3a). Folglich gilt die nicht abgeholte Sendung als zugestellt. Innert Frist hat sich die Beschwerdeführerin nicht mehr gemeldet. Androhungsgemäss ist somit auf die Beschwerde im Verfahren nach Art. 108 BGG nicht einzutreten.

Ausnahmsweise kann auf eine Kostenauflage verzichtet werden. Das Gesuch um unentgeltliche Rechtspflege ist damit gegenstandslos geworden.

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Es werden keine Kosten erhoben.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Luzern, II. Kammer, schriftlich mitgeteilt.
