Beschwerde gegen den Entscheid der Anklagekammer des Kantons St. Gallen vom 14. Juli 2009 (AK.2009.136).

Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass wegen Unterschlagung/ Veruntreuung, Sachbeschädigung sowie weiterer, strafrechtlich nicht fassbarer Vorwürfe (vgl. dazu angefochtenen Entscheid S. 2 E. 3) kein Strafverfahren eröffnet wurde. Da die Staatsanwaltschaft am kantonalen Verfahren beteiligt war, ist der Beschwerdeführer indessen nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG. Da er durch die angezeigten Taten nicht in seiner körperlichen, psychischen oder sexuellen Integrität unmittelbar beeinträchtigt wurde, ist er auch nicht Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 1 OHG. Als Geschädigter, der nicht Opfer ist, ist er zur vorliegenden Beschwerde nicht legitimiert (BGE 133 IV 228). Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten. Mit dem Entscheid in der Sache ist das nachträglich gestellte Gesuch um aufschiebende Wirkung gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Da der Beschwerdeführer nur behauptet, nicht erwerbstätig und nicht vermögend zu sein (act. 6), es indessen unterlässt, diese Behauptung zu belegen, kommt eine Reduktion der Gerichtskosten nicht in Betracht.

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
