Der Einzelrichter zieht in Erwägung:

Da der Beschwerdeführer seiner Eingabe den angefochtenen Entscheid nicht beigelegt hatte, wurde er in Anwendung von Art. 42 Abs. 5 in Verbindung mit Abs. 3 BGG mit Verfügung vom 25. Oktober 2011 aufgefordert, den Mangel spätestens bis am 7. November 2011 zu beheben, ansonsten die Rechtsschrift unbeachtet bleibe. Der Beschwerdeführer antwortete nicht. Auf die Beschwerde ist androhungsgemäss im Verfahren nach Art. 108 BGG nicht einzutreten.

Auf eine Kostenauflage kann verzichtet werden.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Es werden keine Gerichtskosten erhoben.

3.
Dieses Urteil wird den Parteien und der Direktion der Justiz und des Innern des Kantons Zürich schriftlich mitgeteilt.
