Der Einzelrichter zieht in Erwägung:

Aus der 84 Seiten umfassenden Eingabe ergibt sich nicht, aus welchem Grund die Vorinstanz dem Beschwerdeführer für ein aussichtsloses Beschwerdeverfahren keinen Kostenvorschuss hätte auferlegen dürfen. Dass das Beschwerdeverfahren nicht aussichtslos gewesen wäre, wird in der Beschwerde nicht rechtsgenügend dargetan. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.
Mit dem Entscheid in der Sache ist das Gesuch um aufschiebende Wirkung gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Wegen der mutwilligen Art der Prozessführung kommt eine Herabsetzung der Gerichtsgebühr von vornherein nicht in Betracht (Art. 65 Abs. 2 BGG).

Weitere Eingaben in dieser Sache und insbesondere missbräuchliche Revisionsgesuche würden ohne Antwort abgelegt.
Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Luzern, II. Kammer, schriftlich mitgeteilt.
