X.________ challenged the Basel-Landschaft decision refusing to open criminal proceedings for property offences. The Federal Supreme Court held that he lacked standing under Art. 81 BGG because he was neither a private prosecutor nor a victim, and the case did not concern the right to file a criminal complaint. The Court also noted that the complaint would in any event have been insufficiently reasoned. It therefore did not enter into the complaint, denied free legal aid as hopeless, and imposed reduced court costs of CHF 500 on the appellant.

Where standing is lacking, the Court may decline to enter under the summary procedure; a submission consisting only of appellatory criticism does not meet the federal reasoning requirements (consid. 2). Free legal aid is refused if the complaint is manifestly hopeless (Art. 64 BGG).

Der Präsident zieht in Erwägung:

Es ist fraglich, ob die Beschwerde nicht verspätet ist, weil sie auch nach der eigenen Darstellung des Beschwerdeführers, er habe den angefochtenen Entscheid am 18. September 2007 von der Gefängnisbetreuung erhalten, um einen Tag zu spät der Post übergeben wurde. Die Frage kann indessen dahingestellt bleiben.

Die Beschwerde richtet sich dagegen, dass auf die Eröffnung eines Verfahrens wegen strafbarer Handlungen gegen das Vermögen verzichtet und im angefochtenen Entscheid eine dagegen gerichtete Beschwerde abgewiesen wurden. Nachdem gemäss § 128 Abs. 2 und 3 der Strafprozessordnung des Kantons Basel-Landschaft der erstinstanzliche Entscheid auch der Staatsanwaltschaft eröffnet wurde, und diese hätte Beschwerde erheben können, ist der Beschwerdeführer nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG. Da er auch nicht Opfer ist (Ziff. 5), und da es nicht um das Strafantragsrecht als solches geht (Ziff. 6), ist der Beschwerdeführer zum vorliegenden Rechtsmittel nicht legitimiert (BGE 133 IV 228). Es mag angemerkt werden, dass auf die Beschwerde auch unter dem Gesichtswinkel der Begründungsanforderungen nicht eingetreten werden könnte, weil sie sich in Bezug auf das von ihm geltend gemachte Deliktsgut in unzulässiger appellatorischer Kritik erschöpft (Beschwerde Ziff. 3). Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Verfahrensgericht in Strafsachen des Kantons Basel-Landschaft schriftlich mitgeteilt.
