Der Präsident zieht in Erwägung:

Auf Anfrage (act. 5) hielt der Beschwerdeführer daran fest, dass er Beschwerde vor dem schweizerischen Bundesgericht gegen den Beschluss des Obergerichts des Kantons Zug vom 4. Juni 2008 erheben wolle (act. 6 S. 1 Ziff. 1 unten).
Im angefochtenen Beschluss wurde eine kantonale Beschwerde zufolge Nichtleistung eines Kostenvorschusses am Protokoll abgeschrieben. Mit der Frage des Vorschusses befasst sich der Beschwerdeführer vor Bundesgericht nicht in einer Weise, die den Begründungsanforderungen von Art. 42 Abs. 2 bzw. Art. 106 Abs. 2 BGG genügen würde. Sein Vorbringen, die zuständigen Behörden seien verpflichtet, angezeigte Straftaten zu verfolgen, hat mit der Frage, ob in einem Beschwerdeverfahren ein Vorschuss verlangt werden kann, nichts zu tun. Im Übrigen wurde der Beschwerdeführer durch eine Verfügung zur Leistung des Vorschusses aufgefordert. Unter diesen Umständen ist nicht ersichtlich, inwieweit er "vor (der) Beschlussfassung" nochmals hätte angehört werden müssen. Sein Hinweis auf Art. 29 Abs. 2 BV (Beschwerde S. 6 oben) genügt nicht. Und schliesslich ist das Bundesgericht für die Entgegennahme von Klagen gegen einen Kanton und gegen Oberrichter und andere Personen nicht zuständig. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden dem Beschwerdeführer auferlegt.

3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zug, Justizkommission, schriftlich mitgeteilt.
