Der Präsident zieht in Erwägung:

Da es vorliegend um ein Verfahren betreffend Strafverbüssung geht, ist die als Verfassungsbeschwerde betitelte Eingabe des Beschwerdeführers als Beschwerde in Strafsachen gemäss Art. 78 ff. BGG entgegenzunehmen (Urteil 6B_38/2007 vom 23. August 2007, E. 3). Die 22 Seiten umfassende Beschwerde ist einmal mehr querulatorisch im Sinne von Art. 42 Abs. 7 BGG. Allein auf S. 4 ist z.B. von "Justizskandal", "unerträglicher Justizkriminalität", "wirren Rechtsverdrehungen" und dergleichen die Rede. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten. Mit dem Entscheid in der Sache ist das Gesuch um aufschiebende Wirkung gegenstandslos geworden.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer, dem Regierungsrat und dem Verwaltungsgericht des Kantons Aargau, 4. Kammer, schriftlich mitgeteilt.
