The Federal Supreme Court did not enter into the criminal complaint. The challenge to the Basel-Stadt prosecution's dismissal was inadmissible because it was not directed against a final cantonal decision. The challenge to the two cantonal court rulings was also inadmissible because the complainant did not address the only remaining issue, namely whether the appeal deadline had been missed, and thus failed to meet the statutory reasoning requirements. The complainant was ordered to pay a reduced court fee of CHF 500.
Art. 80 Abs. 1 BGG, Art. 42 Abs. 2 BGG, Art. 106 Abs. 2 BGG; admissibility of a criminal complaint and requirements of legal reasoning. A complaint is inadmissible against a cantonal prosecution order that is not a decision of the last cantonal instance, where an ordinary cantonal remedy remains available. If the challenged cantonal decisions concern solely the issue of timeliness, the appellant must specifically address that issue; failure to do so constitutes insufficient reasoning. Under Art. 108 BGG, the Court may summarily refuse entry where the admissibility requirements are manifestly not met.

Der Präsident zieht in Erwägung:

Soweit sich die Beschwerde gegen den Einstellungsbeschluss der Staatsanwaltschaft Basel-Stadt richtet, ist darauf im Verfahren nach Art. 108 BGG nicht einzutreten. Die Beschwerde in Strafsachen ans Bundesgericht ist nur zulässig gegen Entscheide letzter kantonaler Instanzen (Art. 80 Abs. 1 BGG). Der Beschluss der Staatsanwaltschaft ist nicht letztinstanzlich, da er im Kanton mit Rekurs angefochtenen werden konnte.

In beiden angefochtenen Entscheiden des Strafgerichts geht es darum, ob der Beschwerdeführer die Rekursfrist verpasst hat. Im vorliegenden Verfahren kann nur noch diese Frage geprüft werden. Mit der Frage der Fristwahrung befasst sich der Beschwerdeführer indessen nicht. Die Beschwerde erfüllt somit die Begründungsanforderungen von Art. 42 Abs. 2 bzw. 106 Abs. 2 BGG nicht. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Seiner finanziellen Situation (vgl. Beschwerde S. 2) ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer, der Staatsanwaltschaft des Kantons Basel-Stadt und dem Strafgericht des Kantons Basel-Stadt, Rekurskammer, schriftlich mitgeteilt.

Admissibility of the complaint against the prosecution's dismissal order
The complaint was inadmissible insofar as it challenged the prosecution's dismissal order, because that order was not a final cantonal decision.
Federal criminal complaints lie only against decisions of the last cantonal instance; the prosecution's order could still have been appealed cantonally.
Admissibility of the complaint against the cantonal court decisions on the appeal deadline
The complaint was inadmissible because it did not address the only remaining question, namely whether the appeal deadline had been missed, and therefore did not satisfy the Federal Supreme Court's reasoning requirements.
The appellant failed to engage with the timeliness issue, so the pleading did not meet Arts. 42(2) and 106(2) BGG.
