The Federal Supreme Court treated the filing as a criminal appeal, since constitutional grievances can be raised under Art. 78 ff. In criminal cases, constitutional violations may be invoked in the criminal appeal; a subsidiary constitutional complaint is not available. The Federal Supreme Court may, under Art. 109 Abs. 3 BGG, rely on the reasoning of the previous instance where no cognizable federal-law error is shown. Fundamental-rights complaints must satisfy the strict substantiation requirement of Art. 106 Abs. 2 BGG; otherwise they are not examined. Legal aid under Art. 64 BGG is refused if the appeal is manifestly devoid of prospects.

Das Bundesgericht zieht in Erwägung:

Das Obergericht des Kantons Thurgau sprach X.________ am 28. Juni 2007 im Berufungsverfahren des Fahrens ohne Haftpflichtversicherung sowie des Fahrens ohne Fahrzeugausweis oder Kontrollschilder schuldig und bestrafte ihn mit einer Busse von Fr. 500.-- bzw. bei schuldhafter Nichtbezahlung mit einer Ersatzfreiheitsstrafe von fünf Tagen.
X.________ führt beim Bundesgericht subsidiäre Verfassungsbeschwerde und beantragt, das Urteil des Obergerichts sei aufzuheben. Es sei ihm die unentgeltliche Rechtspflege zu gewähren.

Mit der Beschwerde in Strafsachen gemäss Art. 78 ff. BGG kann auch die Verletzung der Bundesverfassung (BV) im Sinne von Art. 113 BGG gerügt werden. Im Strafrecht besteht für die subsidiäre Verfassungsbeschwerde folglich kein Raum. Die Eingabe ist als Beschwerde in Strafsachen entgegenzunehmen.
In Anwendung von Art. 109 Abs. 3 BGG kann auf die Ausführungen der Vorinstanz verwiesen werden (vgl. insbesondere die E. 1c, 2b und c, 3a - c des angefochtenen Entscheids). Was daran gegen das schweizerische Recht im Sinne von Art. 95 BGG verstossen könnte, ist nicht ersichtlich.
Der Beschwerdeführer rügt eine Verletzung von Art. 9 und 29 BV. Seine Ausführungen betreffen jedoch zu einem erheblichen Teil das Strassenverkehrsrecht. Soweit das Bundesgericht das Recht folglich von Amtes wegen anzuwenden hat (Art. 106 Abs. 1 BGG), ist eine Rechtsverletzung nicht ersichtlich. Soweit der Beschwerdeführer die Verletzung von Grundrechten rügt, genügt die Beschwerde den Begründungsanforderungen von Art. 106 Abs. 2 BGG nicht. So ist z.B. nicht ersichtlich, aus welchem Grund die Strassenverkehrsbeamtin hätte als Zeugin einvernommen werden müssen (vgl. Beschwerde S. 2 Ziff. 3). Die Beschwerde ist im Verfahren nach Art. 109 BGG abzuweisen, soweit darauf einzutreten ist.

Die Gerichtskosten sind dem Beschwerdeführer auferzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen.
Demnach erkennt das Bundesgericht:

Die Beschwerde wird abgewiesen, soweit darauf einzutreten ist.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 800.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Staatsanwaltschaft des Kantons Thurgau und dem Obergericht des Kantons Thurgau schriftlich mitgeteilt.

Under Art. 64 BGG, legal aid requires non-frivolous or arguable claims; here the requests were hopeless.
Allocation of court costs
Court costs were imposed on the appellant in the amount of CHF 800.
As the appeal failed, the costs were charged to the appellant under Art. 66(1) BGG.
