The Federal Supreme Court dismissed the criminal complaint as inadmissible. Where the appeal is manifestly hopeless, legal aid under Art. 64 BGG is to be refused; costs may nevertheless be moderated under Art. 65 Abs. 2 BGG and imposed on the unsuccessful appellant pursuant to Art. 66 Abs. 1 BGG.

Der Präsident zieht in Erwägung:

Die Beschwerde richtet sich dagegen, dass auf eine Strafanzeige wegen Verletzung des Amts- und Berufsgeheimnisses sowie wegen Irreführung der Rechtspflege und auf einen dagegen erhobenen Rekurs nicht eingetreten wurde. Die Legitimationsvoraussetzungen zur Beschwerde in Strafsachen ergeben sich aus Art. 81 Abs. 1 BGG. Als Anzeigesteller bzw. Geschädigter ist der Beschwerdeführer, der nicht Opfer im Sinne des Opferhilfegesetzes ist, zur Beschwerde nicht legitimiert (BGG 133 IV 228). Soweit er sich sinngemäss gegen die Ausfällung der Ordnungsbusse wehrt, genügt seine Beschwerde den Begründungsanforderungen von Art. 106 Abs. 2 BGG nicht, legt er doch nicht einmal ansatzweise dar, dass und inwiefern das Obergericht kantonales Verfahrensrecht willkürlich angewendet haben könnte. Auf die Beschwerde ist daher im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 in Verbindung mit Art. 65 Abs. 2 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetzte Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
