Der Präsident zieht in Erwägung:

Der Beschwerdeführer ist zur vorliegenden Beschwerde nicht legitimiert. Da die Staatsanwaltschaft am kantonalen Verfahren beteiligt war, ist er nicht Privatstrafkläger im Sinne von Art. 81 Abs. 1 lit. b Ziff. 4 BGG. Durch das von ihm angezeigte Verhalten des beschuldigten Polizeibeamten (vgl. angefochtenen Entscheid S. 2 E. 2) wurde er nicht in seiner körperlichen oder psychischen Integrität unmittelbar beeinträchtigt, weshalb er nicht als Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG in Verbindung mit Art. 2 Abs. 1 OHG zur Beschwerde legitimiert ist. Seine Annahme, er sei "Opfer" (Beschwerde S. 5), entspricht nicht dem Opferbegriff des insoweit massgebenden OHG. Und schliesslich hat er in Bezug auf den "Zivilpunkt" (vgl. angefochtenen Entscheid S. 4 E. 4) kein rechtlich geschütztes Interesse an der Aufhebung oder Änderung des angefochtenen Entscheids. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren von vornherein aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetzte Gebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Oberstaatsanwaltschaft des Kantons Zürich und dem Obergericht des Kantons Zürich, II. Zivilkammer, schriftlich mitgeteilt.
