Das präsidierende Mitglied zieht in Erwägung:

Der Vertreter des Beschwerdeführers ist dessen Vater. Da dieser nicht Anwalt ist, kann er seinen Sohn in Strafsachen vor Bundesgericht nicht vertreten (Art. 40 Abs. 1 BGG), weshalb in Anwendung von Art. 42 Abs. 5 BGG Frist zur Behebung des Mangels anzusetzen wäre. Darauf kann indessen aus prozessökonomischen Gründen verzichtet werden.

Die Beschwerde richtet sich dagegen, dass gegen einen Amtsvormund kein Strafverfahren wegen Amtsmissbrauchs eröffnet worden ist. Gemäss Art. 81 Abs. 1 BGG ist der Beschwerdeführer nicht legitimiert, gegen die Nichteröffnung Beschwerde zu führen. Einerseits hat die Staatsanwaltschaft am kantonalen Verfahren teilgenommen, weshalb der Beschwerdeführer nicht Privatstrafkläger ist. Anderseits legt er nicht dar, dass bzw. inwieweit er durch das Verhaltens des Vormunds in seiner psychischen Integrität unmittelbar beeinträchtigt worden sein könnte, weshalb er nicht als Opfer im Sinne des Opferhilfegesetzes angesehen werden kann. Mit der Behauptung, dass sich "das ... Verhalten von Mutter, Beistand und Behörde ... als eine Katastrophe" erwiesen hätte, lässt sich von vornherein gegenüber dem Vormund eine Opferstellung nicht darlegen. Selbst wenn der Beschwerdeführer indessen Opfer wäre, wäre nicht ersichtlich, dass und inwieweit sich der angefochtene Entscheid auf Zivilansprüche auswirken könnte. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist durch eine herabgesetze Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).

Demnach erkennt das präsidierende Mitglied:

Auf die Beschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 500.-- wird dem Beschwerdeführer auferlegt.
4.
Dieses Urteil wird dem Beschwerdeführer, der Staatsanwaltschaft des Kantons St. Gallen und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
