Der Einzelrichter zieht in Erwägung:

Der angefochtene Entscheid vom 5. September 2012 wurde am 9. Oktober 2012 an die damalige Adresse der Beschwerdeführerin in Rapperswil gesandt. Da sie dort nicht angetroffen werden konnte, wurde die Sendung zur Abholung gemeldet. Dieser Aufforderung kam die Beschwerdeführerin innert der Abholungsfrist von sieben Tagen nicht nach. Gemäss Auskunft des Einwohnermeldeamtes Rapperswil ist sie in der fraglichen Zeit nach Italien weggezogen, ohne sich ordentlich abzumelden. Da es auf den ersten missglückten Zustellversuch vom Oktober 2012 und nicht auf eine spätere erfolgreiche Zustellung ankommt, ist die Frist zur Beschwerde ans Bundesgericht von 30 Tagen längst abgelaufen und die Eingabe vom 4. April 2013 verspätet. Darauf ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind der Beschwerdeführerin aufzuerlegen (Art. 66 Abs. 1 BGG). Der Beschwerdegegnerin 2 ist keine Entschädigung auszurichten, weil sie vor Bundesgericht keine Umtriebe hatte.

Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Die Gerichtskosten von Fr. 800.-- werden der Beschwerdeführerin auferlegt.

3.
Dieses Urteil wird den Parteien und der Anklagekammer des Kantons St. Gallen schriftlich mitgeteilt.
