The Federal Criminal Court of the Federal Supreme Court did not enter into the appellant's complaint because he failed to submit the challenged cantonal decision by the deadline fixed in a prior order. The appellant's objection to that order was deemed irrelevant. Given his repeated abusive conduct in litigation, the court imposed increased court costs of CHF 1,000 on him.

Der Präsident zieht in Erwägung:

Der Beschwerdeführer wurde mit Verfügung vom 11. März 2011 aufgefordert, den angefochtenen Entscheid bis 22. März 2011 nachzureichen, ansonsten die Rechtsschrift unbeachtet bleibe. Dagegen erhob er einen unbeachtlichen Einspruch (vgl. Urteil 6B_159/2011 vom 8. März 2011). Da der Entscheid nicht einging, ist auf die Beschwerde im Verfahren nach Art. 108 BGG nicht einzutreten.
2.
Wegen der wiederholt mutwilligen Art der Prozessführung des Beschwerdeführers (vgl. z.B. Urteile 6B_159/2011 vom 8. März 2011 und 6B_957/2010 vom 13. November 2010) ist eine erhöhte Gerichtsgebühr anzusetzen.
Demnach erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 1'000.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Bern, Strafabteilung, schriftlich mitgeteilt.
