The Federal Supreme Court declared the criminal appeal inadmissible because the appellant failed to submit the challenged Vaud accusatory court decision despite being ordered to do so. Considérant en fait et en droit:

En vertu de l'art. 43, al. 3 et 5, LTF, la partie qui recourt au Tribunal fédéral doit joindre à son mémoire un exemplaire de la décision attaquée. Si cette annexe manque, le Tribunal fédéral impartit un délai approprié au recourant pour la produire, en l'avertissant qu'à ce défaut, son recours ne pourra être pris en considération.
En l'espèce, le 2 décembre 2009, le recourant s'est vu impartir un délai au 6 janvier 2010 pour produire l'arrêt du Tribunal d'accusation du canton de Vaud dont il demande l'annulation (arrêt apparemment rendu dans la cause PE09.011151). Il ne s'est pas exécuté. Son recours doit dès lors être écarté en application de l'art. 108 al. 1 let. a LTF.
Au demeurant, le recourant, qui n'est pas une victime au sens de la LAVI et de l'art. 81 al. 1 let. b ch. 5 LTF, n'a pas qualité pour recourir contre le non-lieu (cf. ATF 133 IV 228).

Comme ses conclusions sont apparues d'emblée dépourvues de toute chance de succès, le recourant doit être débouté de sa demande d'assistance judiciaire (art. 64 al. 1 LTF a contrario) et supporter les frais judiciaires (art. 66 al. 1 LTF). Ceux-ci seront réduits pour tenir compte de sa situation financière.
Par ces motifs, le Président prononce:

Le recours est déclaré irrecevable.
2.
La demande d'assistance judiciaire est rejetée.
3.
Les frais judiciaires, arrêtés à 500 fr., sont mis la charge du recourant.
4.
Le présent arrêt est communiqué aux parties et au Tribunal d'accusation du canton de Vaud.

The appeal was inadmissible because the required annex was not produced within the deadline.

Court costs were imposed on the appellant, reduced in view of his financial situation.
As the appellant lost, he had to bear the judicial costs under Art. 66(1) LTF; the amount was reduced for financial hardship.
