Beschwerde gegen den Entscheid der Staatsanwaltschaft des Kantons Luzern vom 29. Oktober 2009 (AK-Nr. 03 09 72).
Der Einzelrichter zieht in Erwägung:

Da es um eine Strafsache geht, ist die Beschwerde in "Zivilsachen" als eine solche in Strafsachen gemäss Art. 78 ff. BGG entgegenzunehmen.

Die Beschwerde richtet sich dagegen, dass das Amtsstatthalteramt Luzern am 4. August 2009 eine Strafklage gegen einen Gemeindeammann wegen des Vorwurfs der Unterlassung der Nothilfe, strafbarer Handlungen gegen die Amts- und Berufspflicht sowie weiterer Delikte von der Hand wies und im angefochtenen Entscheid ein dagegen gerichteter Rekurs abgewiesen wurde. Was der Beschwerdeführer dem Beschuldigten zur Last legt, ergibt sich aus dem Entscheid vom 4. August 2009 (angefochtener Entscheid S. 2 E. I/1 mit Hinweis auf Beschwerdebeilage 2 E. 2-8). Es ist indessen nicht ersichtlich, inwieweit der Beschwerdeführer insbesondere dadurch, dass er zum Aufenthalt in seinen Geschäftsräumen gezwungen sein soll, in seiner körperlichen oder psychischen Integrität unmittelbar beeinträchtigt und deshalb Opfer im Sinne von Art. 81 Abs. 1 lit. b Ziff. 5 BGG sein könnte. Als allenfalls Geschädigter ist er zur vorliegenden Beschwerde nicht legitimiert (BGE 6B_540/2009 vom 22. Oktober 2009 E. 1.9, 133 IV 228). Soweit er im Übrigen die Verletzung der Menschenrechte bzw. der Verfassung rügt (Beschwerde S. 3), genügt die Eingabe den Begründungsanforderungen von Art. 106 Abs. 2 BGG nicht. Auf die Beschwerde ist im Verfahren nach Art. 108 BGG nicht einzutreten.

Die Gerichtskosten sind dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG). Das Gesuch um unentgeltliche Rechtspflege ist in Anwendung von Art. 64 BGG abzuweisen, weil die Rechtsbegehren aussichtslos erschienen. Der finanziellen Lage des Beschwerdeführers ist bei der Bemessung der Gerichtsgebühr Rechnung zu tragen (Art. 65 Abs. 2 BGG).
Demnach erkennt der Einzelrichter:

Auf die Beschwerde wird nicht eingetreten.

2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.

3.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.

4.
Dieses Urteil wird den Parteien und der Staatsanwaltschaft des Kantons Luzern schriftlich mitgeteilt.
