The Federal Supreme Court did not enter into the constitutional complaint because the appellant failed to pay the ordered advance costs even after the extended deadline. The court therefore applied Art. 62(3) BGG and dealt with the matter in summary procedure under Art. 108(1)(a) BGG. Court costs of CHF 500 were imposed on the appellant under Art. 66(1) BGG.
Art. 62 Abs. 3 BGG; Art. 108 Abs. 1 lit. a BGG; failure to pay advance costs after expiry of the grace period leads to non-entry in summary procedure. If the appellant does not satisfy the order to pay the advance costs within the extended deadline, the appeal is not admitted without examination of the merits. Court costs are to be borne by the appellant pursuant to Art. 66 Abs. 1 BGG.

dass der Beschwerdeführer den ihm auferlegten Kostenvorschuss auch innerhalb der mit Verfügung vom 15. März 2011 angesetzten Nachfrist nicht geleistet hat, weshalb gestützt auf Art. 62 Abs. 3 BGG und im Verfahren nach Art. 108 Abs. 1 lit. a BGG auf die Beschwerde nicht einzutreten ist;
dass die Gerichtskosten dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG);
erkennt die Präsidentin:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 500.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird den Parteien und dem Obergericht des Kantons Thurgau schriftlich mitgeteilt.

Whether the constitutional complaint could be entered into despite non-payment of the cost advance within the grace period.
No entry could be made because the appellant did not pay the ordered advance costs within the extended deadline.
Under Art. 62(3) BGG, failure to pay the advance costs after the set grace period requires non-entry; the complaint was therefore dismissed in summary procedure under Art. 108(1)(a) BGG.
How the court costs should be allocated.
The court costs were imposed on the appellant.
As the non-entry resulted from the appellant's failure to comply with the advance-cost order, he had to bear the costs under Art. 66(1) BGG.
