The Iraqi applicant, provisionally admitted and unsuccessful in asylum proceedings, challenged the Lucerne authorities’ refusal to grant him a residence permit and the denial of legal aid. The Federal Supreme Court held that he had no legal entitlement to the permit, so the filing could not be treated as an ordinary public-law appeal. As a subsidiary constitutional complaint, it was inadmissible because no constitutionally sufficient grievance was pleaded and the applicant lacked a legally protected interest to contest the permit refusal on the merits. The Court therefore declined to enter into the matter in simplified procedure and imposed court costs of CHF 300 on the applicant.

Where the applicant lacks a legal entitlement to the requested permit, an appeal in public law matters is excluded. The subsidiary constitutional complaint allows only the invocation of constitutional rights; such grievances must be expressly raised and substantiated (Art. 106 Abs. 2, Art. 42 Abs. 2 BGG). In the absence of a legally protected interest within the meaning of Art. 115 lit. b BGG, the applicant cannot challenge the permit refusal on the merits, including for arbitrariness or equality. An opportunity to amend the filing need not be granted if the lack of standing is incurable (consid. 2).

Der Präsident zieht in Erwägung:

Der irakische Staatsangehörige X.________, geboren 1956, ist rechtskräftig abgewiesener, vorläufig aufgenommener Asylbewerber. Das Amt für Migration des Kantons Luzern lehnte am 7. Mai 2007 sein Gesuch um Erteilung einer Aufenthaltsbewilligung ab. Mit Entscheid vom 19. Juli 2007 wies das Justiz- und Sicherheitsdepartement des Kantons Luzern die gegen die Verfügung des Amtes für Migration erhobene Beschwerde ab; ebenso wies es das Gesuch um unentgeltliche Rechtspflege ab.
Mit handschriftlicher Eingabe vom 16. August 2007 beschwert sich X.________ beim Bundesgericht über seine Situation und implizit über den Beschwerdeentscheid des Justiz- und Sicherheitsdepartements. Es ist weder ein Schriftenwechsel noch sind andere Instruktionsmassnahmen angeordnet worden.

Der Beschwerdeführer hat keinen Rechtsanspruch auf die nachgesuchte Aufenthaltsbewilligung; seine Eingabe kann nicht als Beschwerde in öffentlich-rechtlichen Angelegenheiten entgegengenommen werden (Art. 83 lit. c Ziff. 2 BGG; s. auch Art. 83 lit. c Ziff. 5 BGG). Als bundesrechtliches Rechtsmittel fällt - höchstens - die subsidiäre Verfassungsbeschwerde in Betracht (Art. 113 BGG). Mit diesem Rechtsmittel kann bloss die Verletzung verfassungsmässiger Rechte gerügt werden (Art. 116 BGG), wobei die Verfassungsverletzung ausdrücklich zu rügen und zu begründen ist (Art. 106 Abs. 2 bzw. Art. 42 Abs. 2 BGG).
Der Beschwerdeführer macht allgemein geltend, er werde ungerecht behandelt, wobei sich nicht alle Äusserungen auf den Gegenstand des angefochtenen Entscheids (Weigerung, einem vorläufig aufgenommenen sozialhilfebedürftigen Ausländer eine Aufenthaltsbewilligung zu erteilen) beziehen. Jedenfalls fehlt es von vornherein an einer formgerecht begründeten verfassungsrechtlich relevanten Rüge, sodass schon aus diesem Grunde auf die subsidiäre Verfassungsbeschwerde nicht einzutreten wäre. Dem Beschwerdeführer Gelegenheit einzuräumen, die Beschwerdeschrift innert der wegen des Friststillstandes (Art. 46 Abs. 1 lit. b BGG) noch nicht abgelaufenen Beschwerdefrist zu verbessern, besteht kein Anlass: Da ihm kein Rechtsanspruch auf die nachgesuchte Bewilligung zusteht, ist er durch deren Verweigerung nicht in rechtlich geschützten Interessen im Sinne von Art. 115 lit. b BGG betroffen; er ist daher grundsätzlich nicht berechtigt, den Bewilligungsentscheid in materieller Hinsicht mit subsidiärer Verfassungsbeschwerde, etwa wegen Verletzung des Willkürverbots oder des allgemeinen Rechtsgleichheitsgebots, anzufechten (BGE 133 I 185).
Auf die offensichtlich unzulässige Beschwerde ist gestützt auf Art. 108 Abs. 1 lit. a BGG im vereinfachten Verfahren nicht einzutreten. Diesem Verfahrensausgang entsprechend sind die Gerichtskosten (Art. 65 BGG) dem Beschwerdeführer aufzuerlegen (Art. 66 Abs. 1 BGG).
Demnach erkennt der Präsident
im Verfahren nach Art. 108 BGG:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtsgebühr von Fr. 300.-- wird dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer und dem Justiz- und Sicherheitsdepartement des Kantons Luzern schriftlich mitgeteilt.
