Nach Einsicht
in die Beschwerde in öffentlich-rechtlichen Angelegenheiten von X.________ vom 17. April 2008 gegen das Urteil des Verwaltungsgerichts des Kantons St. Gallen vom 13. März 2008 betreffend Pachtzinsüberprüfung,

in das Schreiben des Beschwerdeführers vom 12. November 2009, worin er erklärt, nach langen Verhandlungen eine Einigung mit den Beschwerdegegnern erzielt zu haben, weshalb er die Beschwerde gegen das Urteil des Verwaltungsgerichts vom 13. März 2008 zurückziehe,

in Erwägung,
dass das Verfahren gestützt auf Art. 32 Abs. 2 BGG mit Verfügung des Abteilungspräsidenten (vgl. Art. 32 Abs. 1 BGG) abgeschrieben werden kann, wobei über die Gerichtskosten zu entscheiden und die Höhe einer (allfälligen) Parteientschädigung zu bestimmen ist (Art. 5 Abs. 2 BZP in Verbindung mit Art. 71 BGG),
dass die Gerichtskosten (Art. 65 BGG) dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 Satz 1 und Abs. 3 BGG) und kein Anspruch auf Parteientschädigung besteht (Art. 68 Abs. 1 und 2 BGG),

verfügt der Präsident:

Das Verfahren wird infolge Rückzugs der Beschwerde abgeschrieben.

2.
Die Gerichtskosten von Fr. 700.-- werden dem Beschwerdeführer auferlegt.

3.
Diese Verfügung wird den Verfahrensbeteiligten, dem Verwaltungsgericht des Kantons St. Gallen und dem Eidgenössisches Justiz- und Polizeidepartement schriftlich mitgeteilt.
