The Federal Supreme Court held that the administrative law appeal against the Federal Department of Justice and Police's decision on the reasonableness of deportation enforcement was inadmissible because the department decides definitively on that issue under the applicable asylum and administrative procedure rules. Where the statute assigns a final decision to the department, the Federal Supreme Court lacks jurisdiction even if a violation of the right to be heard or an unlawful cost order is alleged; under the principle of unity of proceedings, such ancillary objections do not create appellate admissibility (consid. 1). Free legal aid under Art. 152 OG requires both indigence and non-frivolous claims; absence of either condition justifies refusal. Costs follow the losing party under Art. 156 OG, with no compensation payable absent entitlement.

Das Bundesgericht hat in Erwägung,
dass das Eidgenössische Justiz- und Polizeidepartement am 19. September 2003 eine Beschwerde von X.________ (geb. 1978) betreffend die Zumutbarkeit des Vollzugs ihrer Wegweisung abgewiesen und ihr die Verfahrenskosten auferlegt hat,
dass die von X.________ hiergegen eingereichte Verwaltungsgerichtsbeschwerde offensichtlich unzulässig ist, da das Departement - wie es in Ziffer 5 des angefochtenen Entscheids zutreffend dargelegt hat - gestützt auf die einschlägige Gesetzgebung diesbezüglich abschliessend entscheidet (Art. 20 Abs. 1 lit. a und Abs. 3 ANAG [SR 142.20] in Verbindung mit Art. 100 Abs. 1 lit. b Ziff. 4 OG [SR 173.110]), und zwar auch insofern, als die Beschwerdeführerin eine Verletzung ihres Anspruchs auf rechtliches Gehör und eine angeblich unzulässige Kostenauflage rügt (vgl. Art. 101 OG; Grundsatz der Einheit des Verfahrens; Urteil 2A.283/1993 vom 30. September 1993, E. 3b),
dass mit dem vorliegenden Nichteintretensentscheid das Gesuch um aufschiebende Wirkung gegenstandslos wird,
dass das Gesuch um unentgeltliche Rechtspflege mangels Nachweises der Bedürftigkeit (vgl. BGE 124 IV 161 E. 4 S. 164 f.) und wegen Aussichtslosigkeit der Begehren abzuweisen ist (vgl. Art. 152 OG),
dass die Beschwerdeführerin die Verfahrenskosten zu tragen hat (Art. 156 Abs. 1 in Verbindung mit Art. 153 und Art. 153a OG) und keine Entschädigungen geschuldet sind (vgl. Art. 159 OG),
im Verfahren nach Art. 36a OG erkannt:

Auf die Verwaltungsgerichtsbeschwerde wird nicht eingetreten.
2.
Das Gesuch um unentgeltliche Rechtspflege wird abgewiesen.
3.
Die Gerichtsgebühr von Fr. 200.-- wird der Beschwerdeführerin auferlegt.
4.
Dieses Urteil wird der Beschwerdeführerin und dem Eidgenössischen Justiz- und Polizeidepartement schriftlich mitgeteilt.
