M.________ challenged before the Federal Supreme Court a Geneva administrative judgment declaring his appeal against a building permit inadmissible. It also rejected his request for a general intervention/conciliation step, noting that the Court cannot attempt conciliation outside legally provided proceedings. The appeal was therefore dismissed as inadmissible, with CHF 800 in judicial costs charged to the appellant and no party costs awarded.
Art. 90 al. 1 let. b OJ; admissibility of a public law appeal; the appeal must contain a concise statement of the essential facts and a reasoned discussion of the contested decision. A mere expression of disagreement or an unsubstantiated request for intervention does not satisfy the statutory motivation requirement. Where the filing fails to confront the cantonal reasoning, the Federal Supreme Court will not enter the matter and may dispose of it summarily under Art. 36a OJ. The Court cannot undertake conciliation outside the procedures expressly provided by law and duly instituted.

Considérant:
Que par arrêt du 28 août 2001, le Tribunal administratif du canton de Genève a déclaré irrecevable un recours formé par M.________, concernant une autorisation de construire délivrée à la société P.________;
Que le Tribunal administratif a dénié toute qualité pour agir au recourant, faute d'intérêt personnel et actuel à la cause;
Que M.________ a saisi le Tribunal fédéral d'un recours de droit public dirigé contre ce prononcé;
Que l'acte de recours ne comporte pas l'exposé des faits essentiels;
Qu'il ne comporte non plus aucune discussion des motifs juridiques retenus par le Tribunal administratif;
Que le recours n'est donc pas motivé conformément aux exigences de l'art. 90 al. 1 let. b de la loi fédérale d'organisation judiciaire;
Qu'il est ainsi irrecevable;
Qu'en réponse à une lettre l'avertissant de cette situation, le recourant a demandé que le Tribunal fédéral "intervienne en accordant un délai à toutes les parties, pour clarifier la situation avant qu'un arrêt définitif ne soit entériné";
Que le Tribunal fédéral ne peut tenter aucune conciliation en dehors des procédures prévues par la loi et ouvertes conformément aux exigences légales;
Par ces motifs, vu l'art. 36a OJ, le Tribunal fédéral prononce:

Le recours est irrecevable.
2.
Un émolument judiciaire de 800 fr. est mis à la charge du recourant.
3.
Il n'est pas alloué de dépens.
4.
Le présent arrêt est communiqué en copie aux parties, au Département de l'aménagement, de l'équipement et du logement et au Tribunal administratif du canton de Genève.
