dass F.________ mit Eingabe vom 21. Oktober 2003 staatsrechtliche Beschwerde wegen Rechtsverweigerung gegen den Präsidenten des Verwaltungsgerichts des Kantons Thurgau erhoben hat,
dass der Beschwerdeführer mit Schreiben vom 22. Oktober 2003 die "Abschreibung" seiner Beschwerde beantragt hat,
dass er damit sinngemäss seine Beschwerde vom 21. Oktober 2003 zurückgezogen hat,
dass das Beschwerdeverfahren somit als durch Beschwerderückzug erledigt abzuschreiben ist,
dass keine Kosten zu erheben sind,
verfügt:

Das Verfahren wird als durch Rückzug der Beschwerde erledigt abgeschrieben.
2.
Es werden keine Kosten erhoben.
3.
Diese Verfügung wird dem Beschwerdeführer und dem Präsidenten des Verwaltungsgerichts des Kantons Thurgau schriftlich mitgeteilt.
