X.________ filed a state-law complaint against the federal amendment on abortion before the popular vote. The Federal Supreme Court held that such a complaint cannot be directed against federal legislation; only cantonal acts, decisions, elections, or votes fall within that remedy. It further noted that an administrative judicial complaint in the area of political rights is available only in a very limited scope and was also unavailable here. The court therefore declined to enter into the complaint and exceptionally waived court costs.

The staatsrechtliche Beschwerde lies only against cantonal enactments and decisions, as well as cantonal elections and votes; it is excluded ex lege against federal legislation. A Verwaltungsgerichtsbeschwerde in matters of political rights is available only within the narrow limits of Art. 80 BPR. Under Art. 191 BV, federal statutes are binding on the Federal Supreme Court. Where the remedy is manifestly unavailable, the court does not enter into the matter; costs may exceptionally be waived (consid. 1-3).

Änderung des Schweizerischen Strafgesetzbuches (Schwangerschaftsabbruch)
Das Bundesgericht hat in Erwägung,
dass X.________ mit Eingabe vom 21. Mai 2002 staatsrechtliche Beschwerde "betr. Fristenlösung Art. 118 und 119 StGB ..." beim Bundesgericht eingereicht hat,
dass sich diese Beschwerde gegen die Änderung des Schweizerischen Strafgesetzbuches (Schwangerschaftsabbruch) richtet, welche am 2. Juni 2002 zur Abstimmung gelangt,
dass der Beschwerdeführer diese Gesetzesänderung für verfassungswidrig erachtet,
dass sich eine staatsrechtliche Beschwerde nur gegen kantonale Erlasse oder Verfügungen (Art. 84 Abs. 1 OG) bzw. gegen kantonale Wahlen und Abstimmungen (Art. 85 lit. a OG) richten kann, weshalb dieses Rechtsmittel von vornherein nicht zulässig ist,
dass eine Verwaltungsgerichtsbeschwerde ans Bundesgericht auf dem Gebiet der politischen Rechte nur in sehr beschränktem Rahmen möglich ist (vgl. Art. 100 lit. p OG und Art. 80 des Bundesgesetzes über die politischen Rechte vom 17. Dezember 1976; BPR, SR 161.1),
dass sich die vorliegende Beschwerde unter dem Gesichtswinkel von Art. 80 BPR als unzulässig erweist,
dass im Übrigen Bundesgesetze für das Bundesgericht massgebend sind (Art. 191 BV),
dass demnach auf die vorliegende Beschwerde nicht eingetreten werden kann,
dass ausnahmsweise auf die Erhebung von Gerichtskosten verzichtet wird,
im Verfahren nach Art. 36a OG erkannt:

Auf die Beschwerde wird nicht eingetreten.
2.
Es werden keine Kosten erhoben.
3.
Dieses Urteil wird dem Beschwerdeführer und der Bundesversammlung schriftlich mitgeteilt.
