The Federal Supreme Court did not enter into the appeal against the Bern government’s decision concerning the federal popular vote on the second homes initiative. The appellant had been ordered to pay an advance on costs of CHF 1,000 and did not pay it even within the extended deadline. He also did not apply for legal aid. The court therefore held that non-entry was required under the Federal Supreme Court Act and charged court costs of CHF 300 to the appellant.
Art. 62 BGG, Art. 62 Abs. 3 BGG, Art. 108 Abs. 1 lit. a BGG; non-payment of the ordered advance on costs within the extended time limit, absent a request for legal aid, leads to non-entry into the appeal. The advance on costs is mandatory unless special reasons justify a waiver; purely abstract assertions of acting in the public interest do not constitute such reasons. Where the appeal is not entered into for this reason, the costs are borne by the appellant (Art. 66 Abs. 1 BGG).

Beschwerde gegen die Verfügung vom 4. April 2012
des Regierungsrats des Kantons Bern.
In Erwägung,
dass der Beschwerdeführer den ihm auferlegten Kostenvorschuss von Fr. 1'000.-- auch innerhalb der ihm angesetzten Nachfrist bis am 8. Mai 2012 nicht geleistet und auch kein Gesuch um Gewährung der unentgeltlichen Rechtspflege im Sinne von Art. 64 BGG gestellt hat;
dass er zwar geltend gemacht hat, seine Beschwerde "einzig im Interesse der Rechtssicherheit für die Allgemeinheit" zu führen, weshalb das Verfahren aus diesem Grunde unentgeltlich zu sein habe (s. seine Eingabe vom 7. Mai 2012);
dass der Kostenvorschuss indes - wie dem Beschwerdeführer mit Schreiben vom 2. Mai 2012 mitgeteilt worden ist - von Gesetzes wegen (Art. 62 BGG) und im Übrigen auch praxisgemäss verlangt worden ist, unter Hinweis darauf, dass besondere Gründe (Art. 62 Abs. 1 Satz 2 BGG), davon abzusehen, nicht gegeben sind;
dass somit gestützt auf Art. 62 Abs. 3 BGG im Verfahren nach Art. 108 Abs. 1 lit. a BGG auf die Beschwerde nicht einzutreten ist;
dass bei diesem Ausgang des Verfahrens die Gerichtskosten dem Beschwerdeführer aufzuerlegen sind (Art. 66 Abs. 1 BGG);
erkennt der Präsident:

Auf die Beschwerde wird nicht eingetreten.
2.
Die Gerichtskosten von Fr. 300.-- werden dem Beschwerdeführer auferlegt.
3.
Dieses Urteil wird dem Beschwerdeführer, dem Regierungsrat des Kantons Bern und der Bundeskanzlei schriftlich mitgeteilt.

No. Because the appellant neither paid the advance costs within the extended deadline nor sought legal aid, the appeal could not be considered.
The advance costs were lawfully required under Art. 62 BGG; no special reasons justified waiving them. Under Art. 62(3) BGG, failure to pay led to non-entry under Art. 108(1)(a) BGG.
How the court costs should be allocated
The court costs were charged to the appellant.
As the appellant failed in the proceedings, costs were imposed on him pursuant to Art. 66(1) BGG.
