Gemäss Art. 15 des Verantwortlichkeitsgesetzes bedarf die Strafverfolgung von Beamten wegen strafbarer Handlungen, die sich auf ihre amtliche Tätigkeit oder Stellung beziehen, einer Ermächtigung des Eidg. Justiz- und Polizeidepartements. Gegen deren Verweigerung ist nach Abs. 5 die Verwaltungsgerichtsbeschwerde an das Bundesgericht zulässig; sie steht dem Verletzten, der Bestrafung des Beamten verlangt, sowie dem öffentlichen Ankläger des Begehungskantons zu.

Aus der Verwendung des Ausdrucks "Verletzten" geht klar hervor, dass derjenige, der Strafanzeige erhoben hat, nicht unter allen Umständen zur Verwaltungsgerichtsbeschwerde legitimiert ist, sondern nur dann, wenn sich die behauptete strafbare Handlung gegen ihn gerichtet hat. Diese Ordnung stimmt überein mit der allgemeinen Regel von Art. 103 Abs. 1 OG, wonach zur Beschwerde befugt ist, wer durch den angefochtenen Entscheid in seinen Rechten verletzt worden ist. Damit wird die Popularbeschwerde ausgeschlossen; die Wahrung des allgemeinen Interesses an der Strafverfolgung obliegt einzig dem öffentlichen Ankläger.

Der Beschwerdeführer gibt ausdrücklich zu, das er durch den angefochtenen Entscheid nicht in seinen persönlichen Interessen verletzt wird; er erklärt, er reiche die Beschwerde ein aus Interesse an der Bewahrung und am Ausbau des Rechtsstaates. Damit erweist sich seine Eingabe aber als eine Popularbeschwerde, deren Unzulässigkeit ihm bekannt ist und von ihm nicht bestritten wird...
