Die Vorinstanz hat zu Recht festgehalten, dass es Sache der anmeldenden Vertragsparteien (die damit geringere Kosten erreichen wollen) bzw. des Notars ist, gegenüber dem Grundbuchamt den Arrondierungstatbestand geltend zu machen. Die Beschwerdeführer haben dies im vorliegenden Fall unterlassen. ... Hätten die Beschwerdeführer den Arrondierungstatbestand bereits im erstinstanzlichen Verfahren beim Grundbuchamt geltend gemacht und belegt, hätte dieses auf die Abgabenerhebung von vornherein verzichtet. Es war ausschliesslich das saumselige Verhalten der Beschwerdeführer im erstinstanzlichen Verfahren, welches das Beschwerdeverfahren vor dem DVI überhaupt nötig machte; deshalb hätte das DVI die Verfahrenskosten sogar vollumfänglich den Beschwerdeführern auferlegen und Parteikostenersatz gänzlich verweigern können (§ 33 Abs. 2 Satz 3 VRPG; AGVE 1976, S. 307 ff.). 50 Anschlussbeschwerde.
