Der Stadtrat setzte mittels Verfügung die zu entrichtende Kanalisationsanschlussgebühr fest, wobei er sich reglementskonform nach der Bemessung der Abgabe für Neubauten richtete. Die A. AG machte geltend, die Kanalisationsanschlussgebühr sei gleich wie bei Umund Erweiterungsbauten zu berechnen. Aus den Erwägungen 2. a) Das Abwasserreglement der Stadt Baden (AR) vom 17.
