I.Der Beschwerdeführer ist durch das angefochtene Erkenntnis im verfassungsgesetzlich gewährleisteten Recht auf Gleichheit aller Staatsbürger vor dem Gesetz verletzt worden.
Das Erkenntnis wird aufgehoben.
II.Der Bund (Bundesminister für Inneres) ist schuldig, dem Beschwerdeführer zuhanden seines Rechtsvertreters die mit € 2.856,– bestimmten Prozesskosten binnen 14 Tagen bei sonstiger Exekution zu ersetzen.
