Subsidized loans will be awarded to those communities, which meet the affordability criteria for disadvantaged communities. The affordability test consist of 1) determining whether a community is performing at a reasonable level of effort given its economic characteristics, based upon the minimum monthly household water bill for 6,000 gallons and 2) the community's 2000 Median Household Income (MHI) multiplied by 1.25 percent to ascertain the target user rate. Should the actual resulting user rate be higher than the target monthly water rate, the community will be eligible to be considered "disadvantaged" for the purposes of a subsidized loan not to exceed $500,000. Communities must also be on the DWSRF priority list.

Ga. Comp. R. & Regs. r. 267-23-.04 The General Scope and Purpose of the Grant Program
A diverse group of public and private organizations is currently working in the 13-county metro Atlanta ozone non-attainment area to improve air quality through alternative fuel vehicle activities. Alternative fuel vehicles have been recognized as one of the many solutions to air quality problems, as they cut emissions by up to 97% in comparison with the emissions produced by vehicles powered by conventional fuels. In addition, alternative fuel vehicles reduce our dependence on foreign oil.
The PROGRAM will implement projects selected by a committee of representatives from State and Local Government, as well as private sector representatives. This PROGRAM requires expertise in several disciplines. Project elements include knowledge of alternative fuel vehicles and infrastructure, and experience in successfully managing federally funded projects. Potential contractors should submit qualifications for both program elements. The Authority intends to administer this program under one contract.
Potential contractors interested in the PROGRAM must comply with the requirements described below. The selection process consists of three phases. Phase I is the response, or Statement of Qualifications (SOQ), from applicants according to the requirements of this FOGA. Applicants' SOQ must include a cover letter explaining their availability and interest, and must provide information addressing Sections 1 and 2. Phase II is the evaluations of the SOQs. Phase III consists of interviews with the top finalists, if deemed necessary.

Ga. Comp. R. & Regs. r. 267-24-.04 The General Scope and Purpose of the Project
A crucial part of the Authority's Mission is to provide financing and other support services for energy programs. To this end, the Authority sees twofold value in a high-profile, solar energy project. First, direct benefits are derived from the application of solar energy to uses that would otherwise require the burning of fossil fuels (i.e. electricity generation). This PROJECT will eliminate the need to burn fossil fuels to produce an equivalent amount of electricity, and therefore directly benefit Georgia's natural environment and citizens' health. Furthermore, a large and plainly visible photovoltaic solar array will increase public awareness of the technology. The PROJECT itself will serve as a promotion of renewable energy technology and evidence of its feasibility.
The PROJECT will require the cooperation of representatives from State & Local Government, as well as private sector representatives. Potential contractors interested in the PROJECT must comply with the requirements described below. The selection process consists of three phases. Phase I is the response, or Proposal, from applicants according to the requirements of this FOGA. Applicants' Proposals must include a cover letter explaining their availability and interest, and must provide information addressing Sections l and 2. Phase II is the evaluations of the Proposals. Phase III consists of interviews with the top finalists, if deemed necessary.
QUALIFICATIONS
For the PROJECT, describe the applicant's qualifications in the areas of:
Section 1 Criteria The PROJECT is available only to local governments interested in both implementing and promoting renewable energy. The contractor must manage all aspects of the PROJECT, including identifying a solar supplier/installer and maintaining the system once it is installed. While the contract is being executed, the contractor will be required to submit quarterly progress reports to the Authority.
Section 2
Project Management
Please provide information on the following:
a.) Potential project partners, including any additional sources of funding.
b.) The project site, including any pertinent traffic/pedestrian studies and photos. Significant consideration will be given to the proposed site of the project.
c.) Staff who will be actively managing the project.
d.) A brief description of how the project will be managed, maintained and promoted.

Ga. Comp. R. & Regs. r. 267-27-.04 The General Scope and Purpose of the Grant
To provide one-time grants for the reuse of treated wastewater to support economic growth and development. The geographic area eligible for these grants is in the rapidly growing regions in Chatham, Effingham, Liberty, Bryan and Glynn Counties where scientific studies have shown that the continued pumping and use of the Floridan Aquifer will contribute to an increase in the salt content of this freshwater resource. These grant funds will be leveraged by municipal and private entities and will support pilot projects that will have immediate reuse results, reducing the pressure on the Floridan Aquifer. One way to foster more efficient and higher value uses of the aquifer is by encouraging via incentive the reuse or reclamation of wastewater to meet a set of water needs that will otherwise be met by use of potable water from the aquifer. The major provisions to be considered that will provide an incentive to reuse and reclaim wastewater are:
A) Treatment facilities capable of producing sufficient quantities of reusable water;
B) Sufficient wet-weather storage to retain reuse water for extended periods without storage and/or wet-weather discharge permit;
C) Transmission lines to convey reuse water to end users; and
D) Sufficient number of end users with the properly equipped mechanisms - and understanding - required to make efficient and effective use of reuse water.
