In accordance with the opinion issued concurrently with this order, and on the Court’s own
motion, the Court finds that appellant is a vexatious litigator under MCR 7.216(C)(3). The Court also
finds it appropriate to impose pre-filing restrictions on appellant in this Court as authorized by the court
rule. Specifically, effective the date of this order, appellant may not institute new legal proceedings in
this Court without first obtaining leave to do so. If defendant wishes to seek leave to institute any further
legal proceedings in this Court, he must include with his request for leave an affidavit in which he certifies
that his proposed filing is not frivolous, has not been made in bad faith, and is well-grounded in fact. The
request for leave must be accompanied by the filing fee required by MCL 600.321 and a surety bond in
the amount of $2,500 posted as security for costs. The amount of the security for costs may be modified
by this Court upon a motion filed by any party and a showing of good cause.
This order shall have immediate effect. MCR 7.215(F)(2).
