Petitioner Mauricio Martinez Ortiz filed a petition for writ of habeas corpus under 28
U.S.C. § 2241 on February 5, 2026. Doc. 1. The Clerk of Court provided notice of completion
of electronic service the same day. Doc. 3. The Court orders Respondents to file an answer
within 10 business days of service of the petition, by February 19, 2026. To preserve the status
quo in the interim, Respondents are enjoined from transferring Petitioner Mauricio Martinez
Ortiz from the District of New Mexico while these proceedings remain pending. The Clerk shall
