Petitioner Ismael Reyes-Valdez, a native and citizen of Mexico, timely seeks
review of the Board of Immigration Appeals’ denial of his motion to reopen. He
raises only one argument: that the agency lacked jurisdiction because the Notice to

Appear did not include, in the certificate of service, the address of the immigration
court as required by 8 C.F.R. § 1003.14(a), rendering all proceedings “void.”
Petitioner did not raise this argument before the agency, and the agency did not
consider or rule on the issue. Accordingly, we lack jurisdiction to entertain the
argument. Ruiz-Colmenares v. Garland, 25 F.4th 742, 748 (9th Cir. 2022).
PETITION DISMISSED.
