Gründe

1 Die Beschwerde der Beigeladenen gegen die Nichtzulassung der Revision ist begründet. Die Rechtssache hat die geltend gemachte grundsätzliche Bedeutung (§ 132 Abs. 2 Nr. 1 VwGO). Sie kann zur Klärung der Frage beitragen, ob und ggf. inwieweit das Telekommunikationsgesetz der Bundesnetzagentur bei der Ermittlung der Kosten der effizienten Leistungsbereitstellung nach § 31 Abs. 2 Satz 1 des Telekommunikationsgesetzes vom 22. Juni 2004 (TKG) bzw. nach § 32 Abs. 1 Satz 1 TKG in der Fassung des Gesetzes vom 3. Mai 2012 (BGBl I S. 958) in Bezug auf die Stundensätze, die der Ermittlung von (Einmal-)Entgelten zugrunde liegen, einen Beurteilungsspielraum einräumt und nach welchen Maßstäben insoweit die gerichtliche Kontrolle erfolgt.
